  This appears to have been one of the ingredients that went into the "Universal Information Ecosystems" pro-active initiative.
• A theory of testing (really due to Stuart Anderson), November 1997. Here is a pointer to a note about the annual cost of inadequate software testing infrastructure to the US economy ($59.5 billion).
